Health Care Excel Inc. Board of Directors

The maximum membership on the Health Care Excel Board of Directors is 15. In 2007, the board established that its members’ service should be limited to six consecutive years. If the maximum membership remains at 15, we would anticipate replacing two or three directors at the board’s annual meeting or as defined in the bylaws. HCE complies with all standards for appropriate governance structure and functions. Consumers from both the Medicare fee-for-service and Medicare Advantage plans are represented on the board.

Carol Ireson, R.N., Ph.D.

Carol Ireson, R.N., Ph.D., began her term on the Board of Directors in November 2007. Her term ends in October 2013. Dr. Ireson also is chairwoman of the Board of Directors of Health Care Excel of Kentucky. She received her bachelor’s, master’s and doctorate degrees in nursing from the University of Kentucky College of Nursing. Dr. Ireson is a research consultant for the Center for Health Services Management and Research of the University of Kentucky. She has served as an associate professor in the College of Public Health at the University of Kentucky and is an active international speaker. Board compensation for fiscal year 2010 was $5,910.

Carol Steltankamp, M.D., MBA

Dr. Steltenkamp was elected to the Board in January 2011. Her first term ends in December 2013. Dr. Carol Steltenkamp is a board-certified general pediatrician with experience in private practice and traditional academic medicine. She received a B.S. from Xavier University in Cincinnati, OH and an M.D. from the University of Cincinnati College of Medicine. She completed her residency in pediatrics at the University of Kentucky Chandler Hospital in Lexington, KY. Dr. Steltenkamp continued her education with a Masters in Business Administration from the University of Kentucky.

Dr. Steltenkamp's clinical interests are general pediatrics and acute care including the Twilight Children’s Clinic which she established in 1996. She is an Associate Professor in the Department of Pediatrics at the University of Kentucky College Of Medicine. Dr. Steltenkamp is currently the Chief Medical Information Officer for University of Kentucky HealthCare. She is an active member of multiple professional societies and is a national Board Member of the Health Information Management Systems Society (HIMSS).

Dr. Steltenkamp is the primary investigator of a six million dollar cooperative agreement with the Office of the National Coordinator/Department of Health and Human Services for Regional Extension Centers. Through this she is the director of the Kentucky Regional Extension Center whose purpose is to ensure that physicians have the necessary tools to successfully implement information technology in their practices. Dr. Steltenkamp also acts as a liaison between physicians in the program and all levels of government and outside organizations, advocating for solutions to help physicians deliver better care through the utilization of Health Information Technology. There was no compensation in fiscal year 2010.

Emily Jane Cook, MSPH, JD

Emily Jane Cook, MSPH, JD, was elected to the Board of Directors in January 2011. Her first three year term ends in December 2013. Ms. Cook received her Bachelor of Arts in history and certificate in health policy from Duke University, her Master of Science in Public Health from the University of North Carolina, and her law degree from the University of Chicago. She is an associate in the Los Angeles office of the law firm McDermott Will & Emery where she focuses her practice on Medicare provider certification, reimbursement and regulatory compliance. Prior to law school, Ms. Cook was with the Federal Office of Rural Health Policy where she counseled hospitals, skilled nursing facilities and clinics on Medicare reimbursement and regulatory issues and served as the senior policy advisor to the National Advisory Committee on Rural Health and Human Services. There was no Board compensation for fiscal year 2010.

Michael Bowen Hoover, M.D.

Michael Bowen Hoover, M.D., was elected to the Board of Directors in May 2008. His term ends in April 2012. He earned his bachelor of pre-medical degree at Vanderbilt University and his medical degree from the Emory University School of Medicine. He has maintained certification from the American Board of Surgery since 1979. Dr. Hoover has served as a clinical instructor at the Indiana University School of Medicine-Evansville for 22 years. He also is on the staff at St. Mary’s Medical Center and Deaconess Hospital, both in Evansville. Dr. Hoover has held numerous directorships and honoraria, including chairman of the Board of Deaconess Hospital and Deaconess Health System; vice speaker and speaker of the House of Delegates of the Indiana State Medical Association; president of the Indiana State Medical Association; and member of the Vanderburgh County Medical Society’s Board of Directors. Board compensation for fiscal year 2010 was $1,000.

Forrest Wayne Calico, MD, MPH

Forrest Wayne Calico, M.D., M.P.H., was elected to the Board of Directors in February 2008. His term ends in December 2014. Dr. Calico received his medical degree from the University of Kentucky College of Medicine and his Master of Public Health from the Harvard School of Public Health. During his 12-year tenure in the military, he served in various capacities both in the United States and abroad. As a civilian, Dr. Calico has held various positions in senior management, including senior adviser on quality for the National Rural Health Association. Academically, he has been appointed to assistant and associate clinical professorships. He is the recipient of numerous awards and honors; has published many papers, individually and as a coauthor; and is a popular lecturer in his area of expertise: rural health. Board compensation for fiscal year 2010 was $4,250.

Mark Carter, CPA, FHFMA, BS

Mark Carter, CPA, FHFMA, BS was elected to the Board of Directors in May 2010. His term ends in December 2012. Mr. Carter received his bachelor of science in accounting from the University of Kentucky. He is a certified public accountant and a certified Fellow, Healthcare Financial Management Association. Over the last 30 years, Mr. Carter has attained Partner status at Ernst & Young LLP and BKD, specializing in health care areas. In 2004, he joined the staff at Jewish Hospital and St. Mary’s Healthcare in Louisville, as the senior vice-president/chief financial officer, specializing in strategic planning and also in areas of finance, information technology, legal and corporate compliance, human resources, managed care, and marketing. As part of developing a health care consulting practice he took over as managing director/shareholder of Dean Dorton Ford in 2008, specializing in strategy and business planning, performance improvement, and financial and capital planning. His professional associations include Healthcare Financial Management Association, the Kentucky Society and American Institute of CPA’s, and the Hospital Council of Metropolitan Louisville. He received no board compensation for fiscal year 2010.

Ray J. Gans

Ray J. Gans began his term on the Board of Directors in November 2007. His term ends in October 2013. He is a Medicare consumer representing the Medicare Advantage plans. Mr. Gans is a graduate of the University of Notre Dame with a bachelor of science in electrical engineering. He is a volunteer senior health insurance counselor for Indiana’s State Health Insurance Assistance Program. His expertise covers Medicare and Medicaid benefit needs and issues. He also assists low-income individuals in obtaining free prescription drugs from pharmaceutical companies. Mr. Gans retired in 2001 as founder, chairman and chief executive officer of Great Lakes Technology Corp., a computer manufacturing company in South Bend, Ind. He previously was chairman and chief executive officer of the Commodore Corp., a manufacturer of modular homes and recreational vehicles that does business in the United States and Canada. He served as president of the Fort Wayne, Ind., division of International Telephone and Telegraph Corp. Board compensation for fiscal year 2010 was $7,440.

Thomas E. Kaercher

Thomas E. Kaercher was elected to the Board of Directors in February 2008. His term ends in January 2014. He is a consumer representing Medicare fee-for-service. His early advanced education focused on mechanical and civil engineering; special education in later years covered executive and purchasing management, accounting and financial management and human resources. Mr. Kaercher was executive vice president and general manager of Quality Mill Supply Co., from which he retired. He retains a seat on its Board of Directors. Mr. Kaercher has served as the general manager of Strong Tool Co., based in Cleveland, Ohio, and president and CEO of Vonnegut Industrial Products in Indianapolis (later W. W. Grainger). He previously rose from sales representative to Midwest regional manager at Union/Butterfield Division of Litton Industries. Board compensation for fiscal year 2010 was $7,310.

Elizabeth McNamee, M.P.H., F.A.C.H.E.

Elizabeth McNamee, M.P.H., F.A.C.H.E., began her term on the Board of Directors in November 2007. Her term ends in October 2013. Ms. McNamee was recently elected chairwoman of the Board of Directors for Health Care Excel’s nonprofit subsidiary, HCE QualityQuest. She graduated from Trinity University in San Antonio, Texas, with a bachelor of arts degree in biology and chemistry. She received her master of public health degree from the University of Texas. Ms. McNamee is the associate director, community innovation and development at St. Luke’s Health Initiatives in Phoenix, Ariz. Board compensation for fiscal year 2010 was $5,780.

Wade Mountz

Wade Mountz, president emeritus of Norton Healthcare in Louisville, Ky., was elected to the Board of Directors in May 2008. His term ends in April 2010. Mr. Mountz holds a master in hospital administration degree from the University of Minnesota. His extensive professional experience culminated in his position as president of Norton Hospital and its successor corporations. He retired in 1989. His extensive activities include the chairmanships of the Kentucky Hospital Association and American Hospital Association. He was the Kentucky Regent of the American College of Healthcare Executives. He also served on the boards of the Joint Commission, Blue Cross and Blue Shield of Kentucky, the Kentucky Board of Education (K-12) and many other organizations. Mr. Mountz has received numerous awards, including an honorary doctor of humane letters from Kentucky Wesleyan College and the Gold Medal Award for Excellence in Hospital from ACHE. He was inducted into Modern Healthcare’s 2008 Health Care Hall of Fame. Board compensation for fiscal year 2010 was $4,100.

Harry B. Thompson, MBA, BS

Harry B. Thompson, MBA, BS was elected to the Board of Directors in May 2010. His term ends in December 2012. He received his bachelor of science in aeronautical engineering and a master of science in industrial management (MBA) from Purdue University. His early years were spent in manufacturing engineering and management in the automotive industry. Later in his career he spent sixteen years in management consulting at A.T. Kearney and Booz, Allen and Hamilton, specializing in operations management and strategy. He became vice-president of manufacturing services at General Tire where he was an internal consultant to fourteen plants for the non-tire segment of the business. He became president of General Tire’s reinforced Plastics Division, an operation that supplied fiberglass body panels and structural components to the automotive industry, and served in that capacity until retirement. Board compensation for fiscal year 2010 was $2,230.
