accessibility statement applies only to web pages on the Health Care
Excel web site (i.e. URLs starting http://www.hce.org).
This site uses a standard template (i.e. pages that have the same structure, navigation
and design as this one). Health Care Excel is not responsible for the accessibility of
external web pages that are linked through this web site.

Access Keys
Modern browsers support navigating to specific links by typing keys defined on the web site. On Windows operating systems, you can press ALT + an access key, then click enter; on Macintosh operating systems, you can press Control + an access key.
A majority of the pages on this site that follow the main HCE template (i.e. that have the same general structure and design as this page) use the following access keys for common tasks.

Standards Compliance
As far as possible, we have tried to ensure that:
- All pages on this site should be at least Bobby 508 approved
- All pages on this site should validate as XHTML 1.0 Transitional.
Links
Title attributes have been added to many hypertext links throughout this site in order to describe the link in greater detail. Instances where a title attributes are not added can be found where the text of the link already fully describes the target (an example would include the headline of an article). Much effort has been taken to make sure hypertext links are written to make sense out of context.
Images
- All content images used in this site should include descriptive alt tags. Graphics used exclusively for decorative purpose include null alt tags.
- Complex images where they exist include longdesc tags to explain the significance of each image to visually-challenged readers.
Visual Design
- This site uses cascading style sheets for visual layout. The use of tables has been reserved for displaying column and row data.
- This site uses only relative font sizes.
- If your browser or browsing device does not support style sheets, the content of this site should still be readable.

- Home Page Reader, a screen reader for Windows. A downloadable demo is available.
- Lynx, a free text-only web browser for blind users with refreshable Braille displays.

- Adobe Reader, a free program to view PDF files.
- Bobby, a free service to analyze web pages for compliance to accessibility guidelines.
- Lynx Viewer, a free service for viewing what your web pages would look like in Lynx.

different versions of Office programs, or those who do not have Office,
view and share files.
