Serving Federal Medicare Programs
Health Care Excel is contracted by the
Centers for Medicare & Medicaid Services (CMS) to serve
as the Medicare Quality Improvement Organization (QIO)
for Indiana and Kentucky. The company is dedicated to
helping health care providers deliver quality services
improving the quality of care provided to Medicare
beneficiaries, and protecting the integrity of the
Medicare trust fund.
The Social Security Amendment of 1965 established Title
XVIII of the Social Security Act, which authorized the establishment of the
Medicare program to pay part of the costs of health care services for

The CMS administers the
Medicare QIO Program, which is designed to monitor and improve the quality of
health care for Medicare beneficiaries. The program consists of a
national network of 53 Medicare QIOs responsible for each U.S. state,
territory, and the District of Columbia. Health Care Excel (HCE) serves as
the contractor for the Medicare QIO for Indiana and Kentucky.
For the past three years, HCE has focused on facilitating
improvement in health care in the acute inpatient and outpatient settings.
The primary target has been hospitals, but HCE has also implemented local
projects with nursing homes and home health agencies.
Current contract efforts have expanded across the continuum of care.
Statewide quality improvement initiatives target nursing homes, home health
agencies, hospitals, and physician offices.
