Health Care Excel is funded by the Centers for Medicare & Medicaid Services (CMS) to protect the rights and health of people with Medicare. Known as a Medicare Quality Improvement Organization (QIO), the company ensures that beneficiaries receive the best possible care from Medicare health-care providers. All services are free.

All people with Medicare have three basic rights.

• Receive good quality health care
• Be admitted to the hospital when it is medically necessary
• Stay in the hospital until it is medically safe to leave

The Medicare QIO works closely with doctors, hospitals, nursing homes, home health agencies, and managed care plans to ensure that the care given meets clinical standards and guidelines. This is done through quality improvement projects, promotion of preventive health-care services, awareness of Medicare patients' rights, and consumer protection.
